Abstract

Material recycling in highway construction gained wide knowledge  in the 1970s due to the rapid increase in cost. However, nowadays other reasons for the development of this technology are the ability to use materials from scraping damaged roads and recycle them for use in highway construction. This technology is aimed at the sustainability of highways, and only if can fully utilize salvaged and recycled road materials in the new building can we secure the sustainability of roads.

This research aims to build a material recycling management system for the construction of highways in Iraq. A survey was conducted to determine the state of management of recycled materials in Iraq. The results of the analysis included external factors that influence material recycling success, including recycling plants, the accessibility of raw materials, their quality, pricing, dependability of standards, the assistance of the government, the influence of the law, and acceptance considerations. Internal elements include effective planning, management, and manpower.

A sample survey of 60 engineers was then carried out and the questionnaire method was used to assess the importance and feasibility of using materials from pavement milling in the construction of highways. This method supports the State's strategy to achieve sustainable development and enhance traffic safety, in addition to reducing the overall cost of highway production and maintenance in Iraq. Depending on the survey's approval, a special system for handling, recycling and managing these materials could be implemented for use in the construction of highways in Iraq.

For the purpose of achieving this, five completed projects were taken as a case study. These projects are Baquba Road from the intersection of Jerusalem – Al-Ghaliba Bridge, Baquba – Khan Bani Saad Road, the first and second corridor road – Mundhiriya – Kabashi, Kanaan Baladrouz Road, Baquba – Muqdadiya New Road with work A visit to the Department of Roads and Bridges to collect the information and data required for the study. The researcher reached to build a proposed system for managing recycled materials by making a computer representation of the proposed system. In light of this, three algorithms were adopted to give the best solutions for materials resulting from road scraping, represented by neglecting materials, reusing them, or recycling them in the construction of highways. For the purpose of verifying the validity of the proposed system, it was applied to the five completed projects. For the purpose of evaluating the proposed system, it was presented to a group of experts, and the opinions were positive.

Finally, the researcher reached a set of conclusions and recommendations, the most important of which is the need for factories to recycle materials for the construction of roads in Iraq and to know how to decide whether the material taken off the road is disposed of, reused in other areas, or recycled for road construction based on the properties of the material and the strength of the road construction performance.
